I will praise you with an upright heart
    as I learn your righteous laws.

The idea of an upright heart invokes a particular image: a person who can walk around, chin up, chest out, with a firm step, not hiding the motives or the plans that have been made but simply going on with confidence. Rather than be bowed by guilt, an upright heart is able to praise God even when being taught the punishments and corrections of the law.
